O2 voltage reading questions

O2 voltage reading questions
I am 99% sure that my O2s are bad but I have a few questions so I can understand things a little better.
When I turn on the switch, not starting the engine. I monitor the O2 readings. Both old ones start out at 454mv. then slowly start to drop and stop around 180-200mv.
I install one new Bosch O2 sensor (cause I only have one extension right now) to compare it to the old one. It heats up and the voltage drop MUCH faster. It starts out at 454mv also but drops to 4mv.
I am assuming this is normal. Would someone please educate me on this operation?
