Do u need an o2 sim if you have a cutout?

Not on OBD1. Nor OBD2 of you put the cutout after the cats.

Most people put the cutout way past the cats near the rear axle.

You only need O2 sims if you have OBDII and you remove or bypass the cats. A cutout after the cats won't harm anything.
