Question Not going into closed loop, weird symptom

I noticed maybe a week ago that my car wasn't hitting closed loop. So I thought the bosch o2 I bought had died but just now I went outside to make sure before exchanging and saw that it they were both reading about 500mv when I turned the key and then hovered by 700mv for a bit and then they split to 130mv on the left and 800mv on the right side. And the weird thing is freescan says I'm in closed loop but the BLMs aren't moving from 128. For a split second I saw them change then they went back to 128. So what could keep my BLM's from moving even though freescans status bit says I'm in closed loop?

What are the readings for the short-range (INT) corrections doing? Are they locked at 128 also? Is it using Cells other than 16, 17 and 18?

yes. these short-term blms are locked at 128 and it shows cell im in cell 16. I also saw while doing a test drive that it somehow exited the cells and wasnt in a cel while cruising with light throttle (less than 8% or so). So is my right o2 dead like i thought? Edit: i reread my first post and the o2s both started at 500mv when the key was turned but engine not on, then they both raised to 700mv when I started then car and split after running for a minute or so.

If you still have the foil over wrapped wires going down the passenger inner fender, you may want to pull that cover off and look at the wires inside. You may have a surprise like I did when mine did the same thing some years ago.

Does Freescan show the "learning disabled" flag?

Is it possibly getting a bad read from the TPS and staying in PE mode?

Are you saying that the "CELL" display goes blank under certain conditions ("exited the cells and wasn't in a cel")? Sounds like the data stream from the PCM, the interconnecting wire or something else my be faulty.

I'll look for the learning disabled flag tomorrow. Yea, when I said it exited the cells I mean it was showing a blank. And no about the TPS reading. The TPS returns a consistent raise in voltage as I slowly press the throttle.
