I just put in my 918 springs and the locks have a little gap in them, almost like they were made for a smaller valve stem than whats on my car. The old ones I pulled off my car had the same gap in them.

Yes, it's normal. The clearance ensures that the locks fully engage the groove in the valve stem.

611 or 614 locks and a 795 retainer?

Yes they will have some gap between them.
