That wire is whide for that rim, but it will work, although not prefered... you're buldging the tire pretty good by mounting it on a rim that's 1.5" narrower than it's designed for.
I run my 275's at 18 psi on the street and get a all right wear pattern, the centers wear out faster than the edges no matter what. It's just a side effect of such a soft tire. I typically drop them to 12-14 psi on the track, depending on weather conditions and track prep. These DEFENETLY require a decent burnout to get them gooey, but once they are warm, they stick VERY nicely...

Running 315 DRs on a 9.5" wheel has been debated many, many times on this board. Basically, the 315 is too wide for a 9.5" wheel, and although you can run it on one, you won't get the full benefit (full contact patch). While I don't have any hard figures on it, I would bet that the contact patch from 275/40 on a 9.5" wheel would actually be LARGER than a 315/35 on a 9.5" wheel. As for pressure, can't help you with a 31/5 on a 9.5" as I've only run them on 11" width. On an 11" wheel I run 28psi on the street and the tire wears perfectly. For roadcourse use, I bump that up to about 33-34, and for dragstrip use I drop it down to 20. Also, for a good launch at the dragstrip, you really need to heat the tires up with a good burnout.
