New Opti, still won't start.
It is possible to put either one on incorrectly.
I was pretty careful when I slid the opti on, I even used a marker to draw a line so I would know where the cam dowel was going to line up correctly. If the cam dowel was like a 1/16" off either way it would not rest completely flush, there would be an 1/8" gap. But when it finally went in it was completely flush.

I had the same problem with my car after replacing the opti. Mine ended up being the coolant temperature sensor. The one screwed into the waterpump housing. I know it sounds weird, but you might want to check that.
