new lt1 missing

i just rebuilt my 11:5:1 compression lt1, it has a new gm opti, new msd plug wires, new icm, new msd coil, and ngk tr6 spark plugs one heat range colder than stock, gapped at .30 the plugs have 14 miles on them, when i start it it will idle at 1000 rpms, and it will miss, and drop to 500 rpms and keep cycling between the two, and when i drive it, it will miss worse and make popping noises.
my fuel pressure is at 40 psi, ive been trying to figure out the problem and now im completely stumped

Quadruple check plugwire locations on the opti, that was my problem .

Hopefully they are gapped at 0.030" and not .30 . Unless you are planning on running a big shot of nitrous, you should be able to go larger than 0.030"

Are you sure the Opti splined drive shaft is indexed correctly?

Who did the tune? Does it contain the correct injector size? Is the cam large for overlap problems to cause an excessively rich idle mixture? Have you checked for "split BLM's"? Have you scanned it for codes?

Yes, its actually very easy to mess up the alignment on the splined shaft. Based on the number of people I've helped with that problem, I'd say up to 10% of the unvented Opti installs manage to incorrectly align the "missing" tooth on the splines. Several of those people have INSISTED that the splines were correctly aligned, only to find out on inspection that they had assumed exactly what you did, and managed to assemble the shaft incorrectly.

well i wouldnt think i did, i just looked into the hole in the timing cover, and saw the key, and aligned the splines, and it slid right in, the same for the opti,
it is running pig rich, i pulled a plug today and could smell the gas from like 6 in away, thats what im trying to fix now, im thinking an adjustable fuel pressure regulator

Trying to fix a "rich" problem by playing with the fuel pressure is the wrong way to go. Check the injectors and make sure the flow rate is correctly programmed in the PCM.

Could be the valve lash set too tight.

I ran into a similar problem and it ended up being the pressure regulator. It has ruptured internally and was putting in fuel threw the vacuum hose. Easy check just remove the vacuum hose going to the reg and turn key on, if fuel comes out easy find, no fuel, go ahead and start it. Hook it up, rev it a couple of times and unhook and see if any fuel in vacuum hose.

Good Luck

today i pulled the #1 plug and started it weld it to the block, and there was no spark at all
this is with new msd wires, new gm opti, new icm, new msd coil the only thing that isnt brand new is the plugs
that one was saturated with gas and was jet black. could plugs get so bad that they wouldnt even spark

Yes, they can...has the PCM been tuned for this setup? Check for codes and do a scan.

Check the ohms(resistance) of the new plug wires if you double checked everything else.
