First question is: What will be the major function for the car???? Daily driver????? Drag???? Road course????

You might invest in a CAI (cold air intake) system....

PS: Also search if your friend.... This question has been ask many times.....

CAI.
LT headers if you can get around smog or can get someone to fab you up a custom y-pipe with the cat. Shorties if not.
High flow cat if you can't cheat the smog man.
3.73 gears if it's an auto, 4.10's if a stick.
Higher stall converter, at least 2800 if it's an auto.
Suspension mods - search them up, there are plenty and they go a long way since traction is a big issue.

This will get you going in the right direction to take out 97formulakid . Just picking .

Eventually - Heads, cam, hardened pushrods, guide plates and roller rockers.

It all depends upon how much $$$ you have and how much you want to do.
