What "big *** black and white" fuses? Do you mean the large square objects in the under hood electrical box? If so, those are the relays. The fuse that supplies the "signal" side of the relays is a small 10amp colored plastic one on the left side of the box (#6). There is also a fusible link at the red power distribution box. That protects the power supply to the load (fan) side of the relays.

I ran a straight line from the battery to the fan and verified that the fans DO work. Then went and picked up a new fuse relay and played musical chairs switching it from spot's 1-3 once it got up to temp to see if the fans would ever come on and they didn't so... I'm thinking its the fusible link that is blown out and that I need to replace it?

The fans need power from two sources to work. The "load" side of the realay needs power from the red battery box. That's the wire with the fusible link in it.

The "signal" side of the relay needs power that comes from fuse #6. You have to check that fuse.

Then the PCM needs to send a signal to the signal side of the relay. In order to send that signal, it has to know the coolant temperature, and it gets that information from the temp sensor in the water pump housing. Any one of those components can be bad.

-temp sensor (might set a code it totally fubar)
-wiring from temp sensor to PCM (would set a code)
-wiring from PCM to relay (supplies the ground to turn the relay on - would set a code)
-wiring to fuse #6 and from #6 to the relay (would set a code)
-fuse #6 (would set a code)
-fusible link
-wire from fusible link to relay
-wire from relay to fans
-relays

You've ruled out the relay so far.

I'll ask you one more time - Do the fans come on when you turn on the A/C?

I changed the fuse #6 and still no go, I don't know if they do when I turn on the A/C, I'm eating dinner but after dinner I will check.

Have you verified that the coolant temp sensor in the head (the one that feeds the dash gauge) is providing the correct temperature?

Sounds a lot like the over heating problems I had with my 1995 Z28. Try replacing the radiator cap (5$) and follow SHOEBOX's bleeding procedures. It cured my overheating.

OMG! I bought a new coolant temperature sensor, pulled the old one, coolant came out no big deal, put the new one in and plugged it back in and... FANS STILL NOT TURNING ON! When I turn on the A/C they still come on and they don't come on when A/C is not on and the temp keeps rising...so I guess it's a wiring issue right?

BTW I'm pretty sure it's not the gauge sensor cuz when the fans do come on when I turn on the A/C they gauge starts dropping so I think it's reading accurately.

Which coolant temp sensor did you replace? Did you test the sensor before trying to replace it? If not, why did you replace it?

If you don't understand that coolant will come out if you remove the temperature sensor, you need to ask more questions. No one has a problem helping with even the most basic procedures. Everyone had to learn sometime.

I was told some would come out, that wasn't a big deal, I replaced the coolant temp sensor in the water pump, I really just wanted it to get fixed so I replaced it without testing it, o well... It was like 10 bucks so not a huge set back or anything, I was just wondering if that leaves me at wiring?

If the fans come on with the a/c, then the wiring is obviously ok. I don't know if you went there, but there is troubleshooting info on my Tech Page.
