Lightbulb need ideas on my starter problem

I have been racking my brain! I am sure its somthing stupid but ok basic layout 396 13.6:1 compression the stock starter would not turn over the motor so i get a high tq 1.9 hp with 222 ft lbs of tq.
I put it on with no shims the car starts and starter keeps running.
So i figure i need to shim it so i put (2) 1/32. Still does the same. So i keep adding 1 shim at a time till i get way out and still does the same. Has anyone had this problem and what do i do? The only thing i can think is the return spring on the bendix was no good from the start and for me to send it back and get a new one
please give info even if you think it wont work

I am not sure what the problem is but i know auto zone or pepboys can test the starters out side of the car, that way you can see if it gos back into place when it isnt installed in your car, try calling the company you got it from and ask them, maybe they even know what shims to use

Are you sure you have the leads on it correctly?

That's why I asked. There should only be one small lead on the starter-the purple wire from the ignition switch. Of course, the large positive battery cable should be on there.

The small black/white wire that is in the same harness, is a PCM/sensor ground wire that goes to a stud on the block above the starter.
