I checked all of the wiring and all i can think of now is a poor ecm ground. Both of them go out at the same time as shown by a scanner. Please let me know what you guys think is going on. While running when it is surging they are out then the car evens out and runs fine then after about 10 seconds goes back to its normal surging.

 

I had a similiar problem with my O2s. Mine started working properly after I fixed the ground near the starter. It is something to look at.
