Need emissions/programming help BADLY - Update:PASSED

This has been an ongoing thing and I'm having a hard time passing emissions in Delaware. I've taken the blower belt off, tried using dry-gas, programmed for open loop... I'm still failing.

Mods that count here:
CC305 (220/230, 544 in & ex, 114 LSA)
Mild head work
Gutted cat
No air pump (Shorty headers capped off)

At first I was only failing at idle. Now I'm failing CO2% at 2500 rpm as well. DE limits are 220 hydrocarbons and 1.20 CO2%.

CO2

HC's @ idle: 468
HC's @ 2500 rpm: 90
CO2%: ~1.55 (Don't have the sheet right here)

I need to know specifically what to change in my setup to make this thing pass, and I don't care if I'm cheating. I would prefer to do this with just good programming, but I need to know where to go from here.

I've scaled the MAF tables up 10% and kept it in open loop. I tried retarding the timing but I'm not sure if I'm changing it in the right place. I'm using LT1 Edit.

How can I setup the air pump to pump clean air directly into the header? Is there anything wrong with this since it's in open loop?
Has anyone done this before? Any help is appreciated.

What you really need is a cat. Dont go changing things with lt1 edit if your not sure and it sounds like you not sure. Scaling the MAF table will do no good whatsoever if you are staying in open loop (speed density). You can find an emmission only file here.

OK so am I correct in saying that if I stay in open loop that I can just edit the VE tables to get the desired A/F ratio? I need to lean it out because it's running rich.

I wasn't aware that in open loop the MAF data was not used.

I know a lot about this stuff, just need to know where to go and what to mess with.

Edit: I have tried that file before, recalibrated it for my 42# injectors, and was spitting fuel out of the exhaust. I don't think it would be a good idea to use it. It also says "Do not use" within the file.

Update

I passed with a gutted cat and CC305. I have Ford SVO 42# injectors, set my fuel injector constant to 49 lb/hr, retarded the timing (I think), and forced open loop. I blew 207 HC's @ ~1150 rpm and 207 HC's @ 2500 rpm. The limit is 220 as I said above. My CO2 %'s were well below 1%.

Now I'm tagged for 2 more years. Good luck to anyone else. Thanks for reading.
