First off here's how a relay works. You have a signal voltage coming into the relay. When the relay sees this voltage it makes a connection on a second circut which is heavier duty to carry the amperage needed to run the motor. The purpose of the relay is to avoid routing a bunch of high powered electrical lines through the firewall and dash.
You probably have a fuse in line between the battery and the high current side of the relay. Check that fuse first.
Then you should take a voltmeter and check that the relay is getting the signal voltage.
After you've established that the relay is getting the signal that the car is on check that the buisness side of the relay is getting switched and that it has 12v when the signal voltage is on and 0V when it's off.
If you motor burned out it either becomes an open circut in which case the relay is still supplying it voltage and it's just open, or if the motor burned out and shorted then the fuse should have blown.

I didnt have a voltmeter so i didnt check to see if my relay was bad and i couldnt find a fuse. So i went and bought a water pump for a pretty badass price, $50 for an electric meziere water pump. I just installed it and nothing changed, i still cant hear it. So i know it has to be my relay, how do i fix it?

Guys... question here.
Do the electric pumps really outlast the mechanical OEM pumps?? I always thought the electric ones will crap out way quicker and that kept me from buyin one.
Now I hear that this guy already had two failures on his electric ones??? My OEM has only been replaced one and I have over 140k miles on it...
So... whats what??

RED, Go to Radio shack and pick up a volt/ohm meter. They are very cheap and check your relay out. R.S. also caries a 30 amp relay that will work in your car for the W.P.
All the Mez's have an inline fuse holder so start there first.
While the OEM type W.P. will probably outlast an electric, some of us are locked into an electric by the way we are modifyed. I keep a spare around just in case for that very reason.
