I would do CAI, LT headers, some gears (3.73 if your an A4 or 4.10 if your a M6), then I would work on your suspension with some lower control arms, subframe connectors, and a torque arm if you can afford that way you will feel more of the power
You can't just look at the cost of the engine components.... you need chassis, suspension and drivetrain upgrades to correctly support the new power levels. We know nothing about what yopu have (or have not) done to your engine and car already.... why not add a "signature" with basic info about your car.... including any mods.
Well, since you probably have some pretty high mileage, the safest thing to start with which you can do that will not put any extra strain on your engine, but can be used along with anything that you do in the future is to install a free-flowing, performance exhaust system including headers (Lts if they will be legal). A stock lt1 has a fairly efficient intake but the exhaust side could be better. And if you still have some funds left over, I'd go for a CAI to enhance the intake side.
This may not get you the most power increase, but may be a safer thing to do to start with and will compliment any future mods including heads, cam, etc. As mentioned, you need to tell us more about your engine, including type of tranny, A4 or M. JMHO

i have a 52mm bbk throttle body and a k&n cold air intake on the car. i just bought it 2 weeks ago and thats what the guy said it had done.. he also said the tranny was rebuilt 40k ago and top half of the engine i didnt see any proof from him that was done so I'm not sure about that.

Some of the best first mods ET wise after a CAI for an auto is a stall/longtubes/gears. If manual get gears/longtubes/short throw. Then I suggest rear suspension(LCA's/Relos, Adj Tq arm,thicker rear sway bar, etc).
Not only will it help your ET, but will make you launch straighter and your times will be more consistant.
Don't get too caught up with dyno numbers, the dyno is a tool for tuning not a competition.

spray it just dont get greedy, and with $2000 if ur that worried u could take it to a good place for them to install it if u dont think u can do it urself.

the first 115$ i would get tubular LCAs before you did ANYTHING (I LOVE the ones form hotpart.com). those will help your rear stay alive a little and improve traction. Next, dispite what many people would argue on here get an LT4 Hot cam kit. I have the kit and am very happy with it, especially after my recent dyno trip. Its daily driver friendly and is producing peak torque for me at about 3k rpm. The kit can be found for $400-500 depending on new or used and such and add another $20-40 for gaskets. Get 30lb Injectors $200ish. Corvette **** Servo for the A4 Tranny $15-20 for the servo, also they offer a boost valve (about another $20) for it, i think its a .450 or .540 or something like that, both go in pretty easy and help a TON! Also when you do the boostvalve and servo go ahead and do tranny filter and fluid change, itll cost about 30$ for that. Grab a set of pacesetter Long Tubes and ypipe, definately get hte coated! Find a good group purchase soething like 500 for both (Use their gaskets they are good). EGR Block off plates for about $30. That will leave you with about $390 to find a good used rear with some 3.73s. Many times i see them go for $250ish so youll still ahve some money left over for misc gaskets, bolts, and sensors that you mgiht get broken/lost down the way.
This set up will have you really close to a 13.00 maybe lower, I dont know abotu the auto lt1s. Shift kit is nice, but for the money the vette servo and boost valve will have you feeling more of a difference.
