get it bored to a 355 and get a forged speedpro kit from summit for 520. get some forged rods for 300 and do not use the hv oil pump they give u just use melling m55a. get some lloyd elliot heads and cam from eportworks.com for like 1650 and your set with a sick motor.

Yeah that would be a nice setup, but to get good gains, your going to need a lot of other boltons like headers, TB, rockers, good exhaust and things like that. When I was pricing stuff for his LE1 package, it was about $4000 in parts to get everything he suggested to compliment his package. I also had a opti in the price, but it adds up really fast.

for 4000 id say stick with a stock rebuild and use the rest of the money to buy all of the bolt-ons. if you go with a head and cam package it will be way more benificial if you have headers, exhaust, convertor etc. also reuse as many parts as you can from the original motor i.e. crank and rods. if in good shape they can handle a beatin. im way over my limit with my 383 rebuild because i was not prepared with all of the bolt-ons before i started. if you plan crefully you can build a decent motor for 4000.
