The problem is with my parents 93 Z28. When you turn the ignition key all the way forward (without starting the car) the interior lights are dim then they get all bright. Almost like a dead or low battery. When you stry to start the car it just ticks and ticks then starts right up. It sounds like the bendix on the starter is jetting out but thats it. Now, I've had the battery tested and it charges fine and hold a charge. Anyone ever experince this?

 

Sometimes that indicates a bad or corroded battery connection either at the battery or the starter. The battery end is easy to clean, the starter isn't. Check both ends of both of the heavy cables leading from the battery.

Always try checking/fixing the cheap stuff first.
