looking for some advice only

Hey guys im new to the forums here and was curious about a few things..... First of all im in the process of obtaining parts for a 383 build up (need to keep my car running while i put the engine together) my questions would be this

First
I want to know whats the biggest cam i can use and still remain smog legal (i know the 383 if found out isnt legal but if i can get it passed a sniffer and the ears of local smog personel then im doing great)

Second
What is the correct backspacing to use on 17X11 wheels so that 315's wont hit the rear fender on hard bumps on a lowered car

Third
Does anyone have any left over bilstein or koni shocks/sturts with mounting hardware in their garages that they want to get rid of??? I got the decarbon parts on it now but the car is from back east so the struts are rusted to the bolts that hold the mounts in place so much so that they look like one piece and will have to be cut off making my current struts useless and I have an eibach spring kit that i want to install..

Fourth
Where can I find a cheap programmer for my 97 Z28 so that i can recalibrate the speedo (its about 10 mph off at 70 mph) and also recalibrate for the k&n cai and borla cat back that was installed when I purchased the car 2 years ago

And finally
Are there any known issues with 383's in the late model f bodies???? I know lots of people build them but what if any problems am I going to run into

-> You won't find any magical backspacing that clears them. You will need to get your fenders flared/rolled, buy jounce bump spacers, or maybe even both.

->You will need more than a hypertech if you plan to pass emmisions. For application specific tunes try pcmforless.com. Ed Wright and Madzad (or soemthing like that)

-> You will need to do some clearanceing i believe. But that is internal to the motor. The car doesn't care what is in it as long as the block is the same size. Your rear end my not hold the torque with sticky tires. 12bolt upgrades are very popular.
