Vaccum units are "inches of mercury" ("Hg). Is that what you mean? Under what conditions do you see 11-14 "Hg? What year is your car? Do you have a stock cam? Have you ever had it scanned - you can calculate actual intake manfold vacuum from the computer's MAP reading. Have you considered the possibility of incorrect valve adjustment? .... serious vacuum leak?

yes that is what i mean. when the car is at idle. the car is a 94 trans am. the cam is one above stock. it is bored 30 over. it is a new engine w/ about 550 miles on it.

i didnt do anything on the map reading. i havent thought about a valve adjustment. but i did check for a vacuum leak. it also usually takes the third crank for the car to turn over.

If the valves are too tight, vacuum will suffer greatly and it won't idle or perform well. Can't tell about how much vacuum your cam might be capable of supporting without some specs on it. "One above stock" is not descriptive enough.
