Keep blowing the fan fuse
Maybe you have a fried relay. Most of the relays are the same, so you can swap them around for testing (the fog light relay is a good one to pick for testing so you can see if the relay works for the fog lights). What year is the car?
I just checked the relay like you said... the fog light relay also blew the fan fuse. Is there any way i can check to see if the fans are working? I also i have a feeling that my brother took it through some pretty deep water (i found puddles beneath the 2 back seats) so i may have some type of short somewhere.

Does your brother hate you?
Did you try all the relays? (depending on year of your car, you may have 2 or 3) Instead of blowing more fuses, test the relays by seeing if they work for the fog lamps, instead. That will tell you if the relay is good or not.
Also try pulling all the fan relays out and then turning the car on to see if the fuse blows.
Maybe there is water in the fuse box.

WORKS!
i pulled the AIR relay and left the fan relay in and it did not blow the fuse. The fans came on fine with the defroster so i assume it will work fine when the car warms up. Thanks for the help! you saved me a lot of time under the car
