Sounds like you may have a problem with the ignition switch. When you say "no lights on the dash" do you mean you do not get all the warning lights coming on for a few seconds when you turn the key to "RUN", like you would normally get?

theres lights on the dash when you turn the key on but will not crank nothing when you turn key all the way got new battery new starter new key and ingnition switch it will run for a sec when you jump across starter but dies

turn the key and nothing lights are on the dash radio works jumped across starter and will crank and run for a sec and die put new starter new battery new ignition switch

The PASS-Key (VATS) system includes a starter enable relay that has to engage to crank the starter. That relay gets its ground from the PASS-Key decoder module.

In later years, the relay is called the Theft Deterrent Relay (TDR). The decoder module is called the Theft Deterrent Module (TDM).

You may have a faulty TDR (also called “starter enable relay" on a 1993).

The security light should come on, then go out after a second or two. I would start by checking all of your fuses if you are seeing no lights what so ever on the dash. If all of the fuses are good, it sounds like the ignition switch.
