Question Jacked-up Relay Situation

This whole thing started after I over-heated one day , so I changed the radiator, hoses, thermostat and water pump along with the coolant temperature sensor. Like many others, I have change various parts. After further investigation, I discovered that my fan motors were inoperative, that's when things got rough. During a resent relay test on my 1994 Z28 5.7L, I have continuous power to the number one (1) socket (on the fuse/relay panel), for cooling fan relay 1 (D1) (U/H) and socket 1, for cooling fan relay 2 (F1) (U/H) only. Along with power in the number D5 and F5 socket, (relative to the format of the relay) with the key ON. Socket J2, for cooling fan relay 3 (J2) (U/H), with the key turned forward, J2 lights-up like a christmas tree. According to the test this is not proper, J5 along with D5 and F5 sockets should have power with the key forward. What is the problem? My car has sat for 6-8 months, prior to that the A/C worked (everythings was fine). Now I have hot air in sunny Florida. I mention this because I have read many forums with similar issues and complaints. Please help!

I just wanted to let everyone know I found half my problem, my A/C system was not charged. After studying some of the previous replies, which were more than helpful (Thanx GUYS!), I applied some of that english language I heard about back in grade school, I was never much for following directions back then either. Thanks again, way to go!
