Have you physically checked for spark at the plugs, and at the end of the coil wire? That's the test for spark.

If you have no spark at all, do the ICM harness test in this procedure, from Shoebox:

The Summit Opti is hit or miss.

Who installed the Opti? It has to be indexed per this:

I've run into cases where the installer didn’t get the dowel pin in the correct slot, used the bolts to pull the Opti down and seat it, forcing the dowel pin deeper into the cam nose. Then the pin can end up in one of the “cloverleaf” depressions = ignition and injector timing are way off. In OBD-2 that sets a code for the crank position sensor (added in 96 for misfire detection only). But there is no crank position sensor/codes, or misfire detection on 93-95 LT1 engines.

My buddy did. He swears it was right. I was thinking the way it starts sounds out of time. I may should check to be sure.

I have spark at the coil wire. I was thinking I might pull the left front easy to get to plug and see if 1 I have spark there 2 compression coming out just before it sparks or just after. What say you?

Alright I ran all of the tests in the tech page you sent I had 12+ DC on a and d and 2+ volts ac on the pulse wire and Continuity on the c ground-to-ground. And the proper readings from the opti harness.
so that says my opti is working?.

The Opti sends pulses to the PCM. The PCM uses those pulses to determine which cylinder is approaching TDC on the compression stroke, and when to fire the spark plug. It then sends a single pulse to the ignition control module (ICM) at the right instant, telling it to open the coil primary circuit to fire the coil. The pulse sent to the ICM has a rate at idle the allows it to be detected by an A/C volt meter. If the voltage meets the range shown in the test procedure, the PCM is receiving the required pulse signals from the Opti. Without the low resolution pulse signal from the Opti, the PCM can’t time the ignition firing, nor the sequential fuel injector pulses.

Now hold the end of the coil wire near a ground (not with bare hand) and see if there is a spark. If yes, do the same thing with an individual spark plug wire.

Good afternoon sir. I had to work on other things for a couple days. Now back to my z28.
yes sir I do have spark. So I assume I need to start checking fuell side more. Correct?

I have 41 psi when prime and drops to 40 and holds. Spark fuel pressure. I'm at a loss.

So I have a 95 Camaro I bought and cannot get it to run. It had sat 3 + years. I replaced the coil the module by the coil the opti plugs wires everything. I have spark at the spark plugs and I have 41 psi that drops to 40 and holds at the fuel rail. The car barely fires and dies. Makes no difference with starting fluid. I have never messed with an LT1 before so I am at the end of my knowledge. Any help would be greatly appreciated.
