I did some searching but havn't found an answer yet. I'm thinking of buying a used LT4 HOT cam to install in my LT1. Do I need to change the valve springs too? Which springs should I look at? Also who does reprogramming of the PCM for a fair price?

get a mail order tune from www.madtuner.com or www.pcmforless.com It's a common cam so they both can give you a good tune for cheap.

Yes, you will need springs, in fact the springs they sell with the kit are hardly enough to control the cam at high RPMs. I would suggest going with the comp cams 918 beehives. They are a good spring and will still work if you decide to upgrade cams a bit later on.

Yes. If you haven't bought cam or rockers yet get the hot cam kit.

Also try searching as this is a FAQ.
