Idle surges when AIR activates...
So whenever the AIR system turns on when I start the car, rpms surge 800 to 1100 rpm. It goes up and down, hi to low about every 1.5-2 seconds. As soon as the AIR pump turns off, it stops. If i disconnect the hose from the intake tube, it doesn't do it. What would be causing this? (I'm wondering if it may point to some other problems i'm having.)
I heard about the AIR recalls for '95's so I called a dealer and they said there "were no open campaigns on that VIN," so that's a dead end...

As I said, I have the pump disconnected... 
I am trying to figure out if it was a problem with the AIR system (check valve gone, regulator gone etc.) or if it was just pointing at an engine problem, like a vac. leak or something...

Ok, obviously I'm not being clear...
WHEN my AIR system is hooked up, the idle surges when it activates. If I disconnect the pump, the engine DOES NOT surge. The surging was really annoying, so I currently have the AIR disconnected.
I am now trying to figure out if the surging was a PROBLEM with the AIR system, OR if it was an ENGINE problem that the AIR just made worse.
Are we all on the same page now?

Try it w/ your 02's unplugged, w/ AIR hooked up and see if it does it. It would rule out yoru car not being in open loop during start-up, but i have no clue why it wouldnt be.

MAF ok? AIR take air from your intake, and puts it into your exhaust, which if your o2s saw that it would richen your mixture up. i believe a rich mixture will create a surgeing/searching idle like that, thats why i suggest the 02 unplug. are they any leaks in your intake routing?

MAF seems OK, all the readings agree with the specs.... The intake tract is airtight, at least from air filter to TB. I have tested for an intake vac leak, but didn't find anything...
I have run w/o the O2's and it had the same symptoms..

You said it only surges with the AIR hookeup.. so It doesnt do it without it connected... and your asking "if the surging was a PROBLEM with the AIR system, OR if it was an ENGINE problem that the AIR just made worse". Does it surge AT all without the AIR? If the pump is broken it will cause problems on its own. If you dont have surging with it unplugged I think you found your problem.

OK, I just figured out that i'm really not explaining myself very well... So i'm going to start over.
When the AIR system's intake tube(the one that plugs into the intake tube, after the air filter) is attached, the engine surges when the AIR pump goes on.
If i unplug the AIR tube from the intake tract, the engine does not surge.
soooo, either the AIR system has a problem and is sucking out too much air from the intake tract, (and the IAC can't compensate), OR there is a problem with my engine...
What do you think?

Okay, that's really weird. I have had some experience with AIR systems. If it doesn't have a problem with the AIR system not hooked up/removed, then I would say your problem is in the AIR system alone. I had a faulty check valve on the drivers side that was causing HORRIBLE gas mileage and backfiring (WAY TOO RICH). The AIR system is easy to remove and really has no side effects. I can't explain the surging though. Even with my check valve being so screwy, I didn't have any engine surge from it. Maybe your AIR tubes are on backwards (IE it's blowing into the air intake???).
