IAC position problem

I have a problem with my idle. When sitting the idle will flux from 800 to 900 when set a 850. When I get out of gear (m6) it will flux from 450 to 1000 a few times until it gets back to fluxing to 800 to 900 agian. I also have some hesitation up to 2000. With LT1 edit my IAC postion showing from 84 to 90 at idle. My TPS is good, it fluxes from .78 to .80. It sucks in quite a lot of air in the IAC. It sucks in so much it makes a loud sucking noise. I did change out the IAC with one from a car with 152k miles and got the same result but it might be bad as well. Anyone know what that problem could be?
