That thing that looks like a radiator.. is the condensor.. and yes it can get full of rocks and dirt.. If I ever decide to put AC back in, i will clean the hell outta that thing....

can you just remove the condensor? my ac needs charged anyways, so it doesn't work in the first place. without that condensor in there, i may get some more air flow to the radiator.
