Hypertech AFPR adjustment.

Hey, just wondering, should I adjust the pressure at idle or with the car off???

Isn't the pressure with the car off the same as idle/no vacuum?? If that's the case then I could just prime the system, get the stabilized reading, and set from there???

Sorry, never done it before.
