How much power can be made with normal aspiration?

I'm starting off with a high mileage 95-97 (california, so theyre obd2) Plan is to rebuild the motor, and either prepare it for supercharging, or just give it some more power right then.
Because reliability is a huge issue for me, I was thinking that going all motor would be wise... I don't street race, just like trouncing the occasional unsuspecting fellow ricer on the freeway, but I mostly just like enjoying my cars in solitude/not competing with anyone but myself/my abilities. So making huge hp, hitting 11's is not really important.
Besides which, forced induction generally adds quite a bit of complexity... (especially turbo).. which is not a good thing if I'm looking for a reliable, long lasting lt1.
So how do people go about this? Higher compression, LT4 heads, cam, roller rockers, pcm flashing, 56mm tb, aluminum u/d pulleys, port+polish...what else..
What parts, SPECIFICALLY would I want for this? (I mean specific brands/specific parts)
Which parts SHOULD I have prior to the rebuild, which parts can I get away with piling on after the fact?
Keep in mind, this is not a track/strip/weekend cruiser, this is my daily driver. I like the out of control rumble of and offset cam, but it needs to be easy enough on the engine that it won't break down every 50 miles... Heh. Don't need to include exhaust, transmission, rear end issues, I'll worry about that later. just focus on the motor.
What hp could I expect if I remained in those^ parameters?

I honestly haven't really started yet with my horsepower rebuild , but I just wanted to add that you live in Cali (still) so if you want to remain street legal its gonna limit your options a lot.... Just keep that in mind.
You need to give us specific goals if you want specific answers on parts and such. Am estimated budget would also be nice...
Do you want 300+ rwhp... compete with LS1 cars? 400+? 500+?
You're doing a rebuild, so that leaves plenty of options. You could stroke it. Lower the compression for boost. Go the nitrous route. Or maybe just do heads and cam. Or combine some of those.
If you don't build up the internals, then that sort of screws upping the power later on, so plan ahead. Sounds like a 383 with nice heads and cam would be right up your alley.

I just want to be able to smoke up some big slicks on command, preferrably without retardedly low gearing. (I want Weld Magnum Drag 2's in the back... widest i can fit...and some beefy dot drag tires, only put em on once in a blue moon...) [no, i don't care if this is completely impractical, illegal, stupid, waste of money... its fun!]

But didn't the OBD2 start in 95 in Cali only? Or maybe thats just the dual cat exhast. Anyone know?
yeah im in cali, and have dealt with fix it tickets before. I'm fully prepared to deal with whatever... I just know that if I go NA, i'll be a lot better off than with my turbo'ed eclipse...(one look under my hood and a cop would probably have it towed on the spot..lol)

Even if he did pop it, all he could see would be an intake, perhaps larger, shinier throttle body.. beyond that he's clueless as to what i've got other than maybe exhaust. Worst fix-it I got on the eclipse was "modified exhaust" ... I just paid it off and cross my fingers, hope that I don't get nailed for it again. Think it was $110+some other fees. No big deal.
As long as I get my smog reports in every two years, I'm in the clear.
