How to fix low IAC counts and rough idle?

I finally got a laptop and cable to check my rough idle. I'm getting 13 to 15 for IAC counts in gear and 24/25 with AC on. With the AC on it idles much better. This is with freescan. How do I fix it. I read about backing off the idle stop screw. Everything else checks out good with the scan. The counts are suppose to be close to 40 or so idling I read. Also, the highest the IAC count goes is 50 on my logging. Any suggestions?

Low IAC counts can mean you have a vacuum leak. I would be looking for something in that direction.
