how do I find out if my valve seals are leaking?

how do I find out if my valve seals are leaking?

when I start my car I get a puff of smoke ( kinda blueish in color) it does not smoke when idleing ,or under hard accelration, but the plugs ( not all of them) are wet with oil on the threads , and alot of carbon build up, I took off the driver side valve cover to look and see if I could see the valve guide seal( I have the teflon one's that had to have the heads machined for them to fit) I thought that mabey a few had slid up on the valve stem , but I could not see them that well , how can I tell ?

If its only doing it at startup then it is probably a valve seal leak(s). The carbon on the plugs is normal.
