How can I ABSOLUTELY be sure that I am getting a '96 SS?

Well other then the obvious body differences (hood spoiler and wheels) just write the VIN down and give SLP a call, they will verify. Maybe they have the window sticker?

According to Kelly blue book even a base 1996 SS with no opitions and 100,000 miles and fair condition is worth almost $5,200. And if he altered the car like it looks like he did I dont think it would be worth it. Just my .02

Hm..... I wonder if its like a heads/cam package or something.... that would be cool..... Yeah and that is pretty cheap. But our cars ARE getting cheaper and cheaper these days guys... Mine had 5K in body damage and the bastards totalled it out.... Fixed it anyways though, just needed to be repainted and stuff, nothing major. I know i would never give mine away for that cheap... I've put ATLEAST that much into it.
