Yes, but you can use a PC too if you can get it close enough to your car and a special cable that would hook up to a PC serial port, I ended up making my own, I think you can order them from www.akmcables.com.

It means it is letting a lot of air in.All engine mods from stock configuration and any programming changes need to be known to have an idea what direction to look.
