HORN problem...of all things

lol it sounds kind of gay like a ricer horn, I can't tell if there is a wire disconnected or what? But only the high pitch horn works, the deep pitch is not working. My question is how the hell do I get to it? I can see them but please tell me I don't have to take the nose cone off for access.
