It will be a dealer item.

p/n 10278015 for the hood insulator ~$25 wholesale

p/n 20064875 for the hood insulator retainers if you need some. The retainers are ~$.87 each. You will likely be able to reuse them if you don't tear them up too much during removal.

The one I bought with the part number above was the regular black one. If there are some other stock ones that are foil covered, they might be a different part number. I have not seen one.

So what will happen if you just remove that and not put a new one on? Just curious since I dont have one on my hood for some reason or another...

It is really a sound shield, rather than a heat shield. Many new cars are being manufactured without the material now. Just more noise if it is removed.

If you want my $.02 - I heard people doing this and was worried about the hood paint. My bay gets HOT with the uncoated headers. Did it, and glad. Cleans up the appearance alot, esp. if you wash and wax. Can hear a little more engine noise but it's OK.

call me retarted, but i was a little confused by your post. you mean that although you were worried about your paint peeling, you removed the whatever-shield and you like the results?

yeah, i'd like to take it off, but i was concerned about the paint peeling off...

Yeah, the same concern convinced me to keep mine on. I didn't think the paint would peel, but maybe discolor a little bit. I might take mine off now if no one else is having problems.
