Holley TB

Ok I was just wondering why the Holley throttle body is illegal in California but the BBK is legal. What is the difference?
Im not in the market for one right now (my mod's don't require one) Im just currious.
I've done searchs on this and found nothing to explain the answer.

BBK/Edelbrock had the funds to apply for a CARB exemption number, and Holley has yet to apply for it for whatever reason. Nobody (seems to) check for a CARB EO# for a TB anyway...I've had the Holley unit on since 1999 and have yet to ever be questioned about its 'legality' by a smog shop.

I haven't looked at my BBK but i'm pretty sure that a stock TB plate would fit on the top of it. I also think i've heard the Holley is just a prettier BBK. So i'd just put on a stock TB plate and i don't think anyone will notice it being there.

EO= Executive Order.
Applying and retrieving one costs a bunch of cash. That's why you'll see complete engine packages with EO numbers yet the individual parts will not have one.

The Holley is not "a prettier BBK". I believe the Edelbrock is the same as the BBK. Holley is a different unit. I've had both of them side by side. Top cover on the Holley is also different than stock, not interchangeable. The Holley is so well polished that it would probably catch someone's eye if they looked under the hood. You could try covering the cover plate with some black tape

Sorry about that Fred. I thought i had heard that a Holley is just polished BBK/Edelbrock.
