Hesitation unlike any other

It only really happens at lower engine speed. It is mostly noticeable when trying to maintain speed with light/medium throttle at 40 mph (before converter lockup). For example, when trying to maintain this speed it will just go 2400-2600-2400-2600 RPMs. Back and forth constantly. There is a small stutter right off idle but barely even noticeable. These are all the things I have replaced and it has not even effected the problem.

The problem started after I swapped heads/intake/throttle body. Could it possibly be something wrong with the IAC in the BBK 58 mm TB?

Opti
MAP
O2 Sensors
FPR is fine
Fuel pressure is fine
Plugs
Wires

It just feels like a slight arcing on one cylinder or something. Could it possibly be the coil. I'm waiting for the car to cool off to go and swap a stock coil and maybe the stock TB back on.

I'm at wits end.

little lean on the tune under road driving conditions perhaps?
