help please, overheating!

help please, overheating!

okay, just got the new motor in the car (old one overheated and blew a head gasket), and i have all the air out of the system, new thermostat, good water pump, i have the fans jumped so they are always on (just to rule out that option) and the car will get to about 250, and then no hotter, but will not cool off...im thinking its a clogged radiator, and once that much pressure gets in the system being at 250, it lets enough flow to keep that temp. Also, when the car is cool, and idling with the radiator cap off, the coolant will flow over out of the radiator, it just doesnt flow like its supposed to, but it still is flowing from
the return line...any thoughts??

okay, i got the radiator flushed as the shop said it was partially clogged, but it is still overheating...
