Alot of it will come down on how much you want to spend. There are several companies who make long tubes headers, Pacesetter are the cheapest and generally regarded as a budget header. The Kooks are the best quality, but also close to double the price. As for the rest of the exhaust, it is up to you if you want to stick with a y-pipe/catback setup or go with true duals.

What do you define as best bang for the buck? You will get good power gains with whatever long tube you choose, it is more so going to come down on cost and quality. Obviously, the more you spend on the headers, the better quality you will get. Also, as for the true duals, I have not seen exhaust cutouts used, they are geared more so for the y-pipe/catback setups.

Most of the aftermarket exhaust systems are 3", with the exception being the Mufflex, which is larger. In terms of sound and performance, I would lean towards a true dual setup. There are alot of options out there and it is hard to say what really sounds good as that is a matter of preference. You might want to check out www.ls1sounds.com or do a "search" on here to get a idea of different setup ideas and how they sound.
