Check the vacuum line off of the fuel pressure regulator for fuel in it. If there is thats your leakdown. If no fuel coming out it on the leakdown could be checkvalve in fuel pump or injectors. The checkvalve wont create much problem but a leaky or bad injector can. You could pull the fuel rail and injectors up and inspect that. Did they scan it for codes and if so are there any? Some codes do not set a light. Was the 40 psi fuel pressure with the vacuum line disconnected and at idle or???
