Help me pass emissions

I can't seem to pass emissions and i'm not sure what else to replace.
here are the readings

Hc: 467 Limit is 220 - The lowest i've got it to is 366 and that was because i put some alcohol in the gas tank.
Co 0.64 Limit is 1.20 so it passed

So far i've replaced both o2 sensors, plugs, wires, and optispark.
I'm thinking it could be the cat clogged but im just trying to pinpoint what it is so that I don't spend more money then i need to. Ohh and i am throwing a code but that's for the abs because one of the wires got messed up.

Thanks

The moron who tested my 94 wouldn't shift to 3rd gear and it failed the test. I just drove around and got into another bay and it passed fine.

Do you have the fans at the stock setting? That usually helps also.

Go through with stock tune, and the stock 180 t-stat. If you don't pass test your cat conv with a heat gun. It should be about 100 degrees hotter (or more) after the cat than before it. If you need to buy a cat, make sure you get a 3-way cat!

Remember to drive around for 100 miles or so to burn the manufacturing oil out of the new cat.

Every place I've lived, including PA, that type of exemption only applies to fixing legal parts that are broken and weren't tampered with.

If you've fubared the emissions by tampering (like changing fan temps) or installing "offroad-only" parts (like the hotcam) then there is no limit on how much you'd have to pay to fix it.

Although, the inspectors I've used in PA don't seem terribly knowledgeable, so I wouldn't be surprised if you could get away with it.
