I think the last third or so of the 1996 production run had the cone. I read an article in one of the SS owners sites that said the cones started with the late production '96 cars. Mine is #880 and it doesn't have it, and the dealership I work at worked on a '96 with a serial # in the 1200's that didn't have it either.

I agree with Rob. The SS airbox certainly does better than a stock Z/28, but it bends too sharply to go into the TB.

OBDII won't let you read codes through the check engine light.
I think's more or less if the manufacturer wants to include a self diagnostic in their cars or not. 96 up Neons are OBDII, and they can flash codes through the check engine light. The Service technicians never use it though. The DRBIII scanner is a better tool. But for the average joe who doesnt own one, the self diagnostic can help alot.

Hmmmmm mine is # 1848. I think I'll look for this "cone of silence".
How do I remove it if it's in there?

Well yes, obviously ambient temperature would make a difference in horsepower, as the air is less dense the hotter it is, but I thought we were talking about the temperature of the engine.

I can tell you that if you put an LT1 on the dyno, you could make as many back to back runs as you want and they would all be within a few horsepower.

And as far as the SS airbox, when my car was naturally aspirated it made 452rwhp with it, so I wouldn't call it a restriction.
