Unhappy Help!! Car refuses to pass emissions

Took the car through for the 3rd time this morning and it failed again, it actually gets worse each time. The first time I only was high on hydrocarbons I was .92 limit is .8. I used the guaranteed to pass stuff and went through again, thinking that would bring it down .12. Well, I was wrong everything went up dramatically. Then I was told that if you unplug an injector that cylinder kinda acts as an air pump, and I would have 1/8 less emissions. So I tried that this morning and everything went up again, and this time I failed Carbon Monoxide as well as hydrocarbons. Anybody have any advice?? I think I failed Carbon Monoxide because of the unplugged injector, and I'm having a buddy take LT1 Edit to it tomorrow to see if we can lean it out some and maybe play with the timing.

cats are on the car, and I drove and I warmed them up. I run only 91 octane.
