From what you describe you are hearing and seeing, it sounds to me like the AIR pump (not saying you're wrong by any means). The air pump turns on on a cold start and sounds like a buzzing/wheezing/hissing sound and then turns off. It also has rubber hoses coming out of it that connect to the exhaust manifolds.

Maybe you're talking about the factory intake ducting? Intakes have been known to hiss and the airbox is near the front left wheel.

Is it in the "left front fender" looking from the driver's seat (normal way to describe left and right), or standing in front of the car? In the passenger side fender, near the horns, there is a vacuum reservoir for the heat/AC controls. It only has a single rubber hose connected to it, no wires, and it doesn't turn on and off.

Could this be it?

"inside the drivers side wheel well".... does that mean between the plastic inner fender liner, and the sheet metal that forms shock tower? Is it near the three-line fuel/EVAP hose bundle that comes up under the rocker panel, and through the hole in the shock tower? Because my 94 has no parts of any kind inside the plastic fender liner, other than the three-line bundle.

The EVAP purge valve (solenoid) is on a bracket on the passenger side of the intake manifold.

Dude, you're gonna have to take some pictures because it's either the AIR pump, vacuum tank, or cruise control module.
