Gauge and hvac lights aren't coming on

Was just getting ready to leave the house, and when i turn the headlights on, none of the interior lights come on, except the courtesy lights. They are working fine. Also, when I turn the fog lights on, the little orange light glows, but nothing else. All I did today was fix a wire that had fallen loose on my electric cutout today. I checked that wiring to make sure nothing was wrong, but i did notice the two wires that light up the shifter panel were touching (i don't have the light holder cut off). Separated those two wires, but still nothing. Anyone have any ideas. Also, no fuses are blown.

I just used the test light on the wire that lights the shifter plate, and it's getting no power. What fuse is it that goes with that little light?
