I have fuel rail covers on the 93, and my room mate has a 97 with Traction Control, and in my opinion this wouldn't work. The traction control box is way too big of an obstruction and the rail covers wouldn't fit right any way I could see, we looked into for him once. The box covers the mounting bolt holes on the intake for the studs if I remember right

The cover would have to be modified since two of the mounts for the traction control bolt to the intake. I am sure you could cut two slots in the cover that would slide around mounts.
