Is fuel pump gonna work?

Ok i put in the new fuel pump and when i turn the key on...nothing. There is no engine in the car right now so will that have anything to do with why the pump wont prime the line?

Run power and ground directly to the fuel pump connector (at the fuel tank) and listen for the pump.
