Fuel Pressure Rising - Key Off

Fuel Pressure Rising - Key Off

I've been having a lot of trouble starting my car, especially in the morning after sitting all night. It cranks and sometimes sputters, pops out the intake. Other times it starts ok but it still takes a bit more cranking then it should.

So tonight I was checking the fuel pressure and here are the results.

KOEO - 44 primes drops to 38
Running - 36 - 38 gauge needle flutters
Running w/ regulator disconected - 44-46 gauge needle flutters

So here's the problem. When I shut the car off the gauge started rising and within 20-30 secs it went up to 42 and held there. When I tried to relieve the pressure in the gauge, gas wouldn't stop pouring out of the tube, unless I let go of the button of course. It was coming out fast too, no little trickle.
I'm not sure what causes that, pump? regulator?
Is it normal for the gauge needle to bounce around a little while the car is running?

have you changed the fuel filter?

It is normal for the pressure to vary slightly with the engine running. When the car is off the fuel system should be pressurized for the next time you start the engine. That is why when you do fuel system work you always depressurize the system first. What Im trying to say is even when the car is off you will still have some pressure in the fuel system how much I don't really know.

I changed the filter about 5k miles ago. I am going to put a new one in tomorrow.

...but it won't depressurize. gas cap off, fuel pressure gauge connected to schrader valve...when I open the valve to relieve the fuel system pressure it just keeps pouring out.

I took the gauge completely off, tried about 20 mins later, same thing.
