Arrow Front wheels hard to turn...

Anyone else have this problem? On my '93, you have to actually use some force to turn a front wheel. I can hear squealing so it must be the brake pad. (as opposed to bearings) Could the previous owner have installed the brakes incorrectly or is this normal? If I remember correctly, on my 95, the wheel would spin several times with just one push....
Thanks!

Check your tire pressure. If not that maybe the power steering pump. Those are the only things I could think of.

Sorry, I must've not explained it correctly. I meant spinning the wheel when it's up in the air...

your brake caliper may be on crooked. if you take them off you will notice the part that you have to use the torx bit on moves, or should move freely. just grease em up and install them. that shoudl do the trick.
