What the parts are made out of (forged, cast, hypereutectic, etc) doesn't have much to do with how much power it makes. It just affects how long the engine will last for any given power level. Its very possible to build a high output normally aspirated engine with reasonable cost cast parts. But if you are going to run over 500HP, or use a power adder like nitrous, a blower or a turbo, forged parts become more critical. But the fact that a crank is "forged" will not mean it makes more power, just that it may withstand more power before it breaks.
