Let me give you some good advise. I spent a long, very very long time researching every mod I have done to my car.
Cold Air Induction: The Lingenfelter Cold Air Induction kit is going to be the best for the money, $159.99 from www.lingenfelter.com. Has the biggest K&N Airfilter on any CAI made for our cars. Lingenfelter quotes 12 rwhp on a stock LT1, up to 25rwhp with a modded engine. Seems pretty good to me, I love mine.
Catback: I wouldnt waste my time with a cut-out, I have seen several people make more or equal power out of their systems with the cut-out closed. Get a catback that you are going to make maximum power out of 100% of the time. Get a stainless one that will out last your car, and never rust through. There are literally dozens of these on the market, PM me if you want my long list of opinions on each. I have heard just about all of them in person. (Few people have) I have the GMMG but it might not be the best choice for a limited budget.
Headers, dont waste your time and money on shorties or cheap midlengths. Get ceramic coated ones, nothing less. This is a list of the best I have researched. Longtubes: Hooker/JetHot and TPIS (Tuned Port Injection Specialists), Pacesetters came after I got and researched mine, but everyone seems to like them. Midlengths: Arizona Speed & Marine (AS&M), RK Sport, TPIS, all basically the same header with the RK's having a bit lower grade ceramic coating. These are the next step down from LT's but offer a better chance at passing emissions. Dont settle for second best you only want to install these baby's once, save your cash and do it right.
Tune: I highly recommend a Madwolf tune at any point in time, but for sure one after all these mods are completed. Usually gains you 13rwhp at least.
These are the basic big hitters for bolt ons. I have these done and did a few small things along the way, like replacing the opti, plugs, wires and stuff, those help alot too. Good Luck and above all have fun installing them and using them on fellow racers. My best kill with the mods in my sig was a 2000+ Ford Lightning.

I did a CAI and a 1LE intake elbow first (my elbow was ripped). I did notice a SOTP gain. I just recently got my exhaust done up after years of wanting to (Maganaflow). This to me was the biggest SOTP gain but it makes the car sound so much more fun to drive all the time. It is far more costly but I wish I had done it first. You get the satisfaction of the car sounding nice all the time along with some SOTP feel.

LT1s suffer from some extremely choked exhaust. Wouldn't be a bad idea to save up for a while and get headers, catback, and a cold air induction kit. Best HP gains you'll see.
